As the central city of the country, Shanghai is an economic, financial, trade and shipping center. Relying on the superior conditions of the free trade zone, Shanghai is a geomantic treasure land for the development of cross-border e-commerce. With the free trade zone as its endowment, Shanghai has developed a number of cross-border e-commerce parks and has become a distribution center and warehousing operation center for imported e-commerce. Shanghai’s economic development situation is relatively good and it can provide certain support for cross-border e-commerce. It has built its own import platform “Cross-border Tong”.

At the end of 2013, the “Cross-border Tong” platform was officially launched. The platform was built and operated by Shanghai Oriental Payment Company. Public platform companies have excessive control over the supply chain segment. For example, consumers ordering goods through the “Cross-Border Pass” website require companies registered in the bonded zone to use Oriental Pay, or to find qualified agents in the free trade zone. Overseas merchants that use the direct mail model must set up branches in China or entrust a third-party agency to handle after-sales service matters.

To adopt the free trade model, companies must settle in the free trade zone to open account companies, or find qualified agents in the free trade zone. The product categories sold by Cross-border Tong are mainly maternal and infant products, health care products, luggage, clothing, cosmetics and other fast-moving consumer goods, which are similar to cross-border e-commerce platforms. In January 2016, Shanghai Cross-border E-commerce Public Service Co., Ltd. was formally established. The company will serve as the construction and operation entity of the cross-border e-commerce public service platform, undertake the construction and operation of the online “single window”, and become an important part of the Shanghai Electronic Port. component.

Provide data exchange services for import and export e-commerce and payment, logistics, warehousing and other enterprises, and provide an information sharing platform for customs, inspection and quarantine, taxation, foreign exchange and other departments. In the near future, the platform will focus on promoting B2B customs clearance services for cross-border e-commerce exports. As China’s economic vane, Shanghai has the most superior location advantage in the country. Currently, many goods from Ningbo and Hangzhou are transited through Shanghai. The sea, land and airport are very developed, and the postal exchange bureau and commercial express port processing scale are large. Create a business model that integrates pure exhibition and sales, and promote a trade model and offline experience stores directly from the origin.
