If you sell certain categories of products in the French market, including batteries, electrical and electronic equipment (EEE), textiles, etc., you will need to comply with the relevant French legal provisions and implement the so-called “Extended Producer Responsibility” compliance obligations (EPR). According to the EPR requirements, product manufacturers, importers or individuals who introduce products into the French market should be responsible for the waste recycling management of certain categories of products or related materials they sell.

EPR obligations include:

1. Register and obtain a unique identification number (UIN): For each EPR category involved in the products you sell, you need to register with a producer responsibility organization (PRO) and obtain a valid unique identification number (UIN). If the products you sell involve multiple EPR categories, be sure to register for each category.

2. Regular reporting and payment of fees: Depending on the products you sell that involve the EPR category, you need to report to the PRO regularly and pay relevant fees.

3. Other recycling obligations: There may be other related recycling obligations that need to be fulfilled.

You are free to choose any PRO to register.

If you have completed the EPR registration for the corresponding category, you can immediately submit the UIN of these EPR commodity categories and other relevant certificates to the platform. If you fail to submit the registration qualifications and other relevant information in a timely manner, the platform will fulfill the relevant compliance obligations on your behalf and deduct the corresponding fees from your account. The EPR environmental protection fee is as follows:

In accordance with French law, certain goods sold to France are subject to the obligation of the relevant entity to pay the environmental protection recycling fee (environmental protection fee).

If you submit the registration qualifications and other relevant information before the platform deducts the fee for the first time and pass the platform review, you will pay it yourself and the platform will not deduct the relevant fees.

If you submit the registration qualifications and pass the platform review after the platform deducts the fee for the first time, the platform will withhold and pay the historical environmental protection fees before the qualification review is passed, and the subsequent environmental protection fees will be paid by you.

If your registration qualifications have not passed the platform review or you do not have the corresponding qualifications, the platform will calculate the relevant fees and deduct them from your account.

The final deduction amount is subject to the actual deduction amount.

The platform will determine the corresponding environmentally friendly category and calculate the relevant fees based on the relevant information of the product (such as category, attribute, weight, etc.). According to the notification of the relevant department or the official authorized agent, the environmentally friendly category may be adjusted.

The following table lists the categories for which you may currently need to bear extended producer responsibility. Depending on applicable regulations, new categories may take effect in the next few years. Please pay close attention to relevant laws and platform notifications.
