When a merchant cancels a transaction, there will be no adverse impact on the buyer. To receive a refund of the transaction fee, the merchant needs the buyer to agree to cancel the transaction. Contact the merchant’s buyer and ask him/her to agree to cancel the transaction, and let them know that they will receive a notification from eBay to start this process.
