Enterprises applying to become advanced certified enterprises shall submit written applications to the customs and submit relevant materials in accordance with the requirements of the customs. The customs shall review the application and relevant materials submitted by the enterprise in accordance with the general standards for advanced certified enterprises and the corresponding individual standards, and go to the enterprise for on-site certification.
The customs shall conduct certification and make a decision within 90 days from the date of receipt of the application and relevant materials. Under special circumstances, the customs certification period may be extended by 30 days.
For enterprises that meet the standards for advanced certified enterprises after certification, the customs shall issue an advanced certified enterprise certificate; for enterprises that do not meet the standards for advanced certified enterprises, the customs shall issue a decision letter of failure to pass the certification. The advanced certified enterprise certificate and the decision letter of failure to pass the certification shall be served to the applicant and shall take effect from the date of service.
The customs shall review the advanced certified enterprises every 5 years. If there is an abnormality in the credit status of the enterprise, the customs may conduct an irregular review. After review, if it no longer meets the standards for advanced certified enterprises, the customs shall issue a decision letter of failure to pass the review and revoke the advanced certified enterprise certificate.
In addition, the customs can entrust social intermediary institutions to issue professional conclusions on issues related to the certification and review of advanced certification enterprises. The professional conclusions issued by social intermediary institutions on issues related to the certification and review of advanced certification enterprises entrusted by enterprises can be used as a reference for customs certification and review.
It is particularly important to point out that if an enterprise has any of the following circumstances, it shall not apply for advanced certification enterprise certification within 1 year: ① Failed to pass the advanced certification enterprise certification or review; ② Abandoned the management of advanced certification enterprises; ③ Withdrawn the application for advanced certification enterprise certification; ④ The advanced certification enterprise has its credit rating downgraded by the customs; ⑤ The dishonest enterprise has its credit rating raised by the customs.
