Cross-border e-commerce enterprises in the free trade pilot zone must register their companies in the customs special supervision zone of the port before they can carry out cross-border e-commerce bonded inventory imports.

(1) Entry

Cross-border goods must enter the customs special supervision zone to wait for inspection. There is a cross-border e-commerce supervision center in the bonded area.

(2) General goods inspection

Cross-border goods enter the customs supervision warehouse and wait for customs inspection and signature. The purpose of the inspection is to verify whether the actual imported goods are consistent with the contents reported in the customs declaration documents, and whether there are any misreporting, omissions, concealment, or false reporting. After the customs staff have checked and found no errors, the goods will be stored in the bonded warehouse and wait for sampling inspection.

(3) Sorting and shelving

The warehouse is divided into three areas: storage area, packaging area, and supervision area. For example, goods with high requirements for temperature and humidity, such as food staples and health products, are stored in a constant temperature warehouse to ensure their quality.

(4) Sampling inspection

Customs staff must complete the random inspection of goods within two days. Among them, food and health products must also be sent to professional laboratories for ingredient inspection.

(5) After receiving the order

After the e-commerce company has completed the stocking, domestic consumers directly place an order on the e-commerce platform. The e-commerce company will send the generated order to the bonded warehouse where the goods are located. At the same time, the payment company will send the payment order and the logistics company will send the logistics order, which is called “three-order comparison”.

“When the order is generated, all relevant data of the order will be transmitted to the cross-border service platform (i.e. the external network platform that accepts enterprise registration), and the service platform will then transmit the data to the management platform (i.e. the customs intranet).

(6) Packing

The bonded warehouse staff will start packing the corresponding goods according to the order.

(7) Inspection by optical machine

The packaged goods will be transported to the sorting center and inspected by the optical machine. The operator needs to scan and input the barcode of the goods. The goods that pass through the optical machine will have an image archived, and each order information will be saved.

(8) Customs inspection

Customs staff conduct on-site monitoring of the goods passing through the optical machine. In the optical machine, it can be seen whether the declared goods are consistent with the shipped goods to prevent the smuggling of goods. If there is no problem after inspection, the package will be released.

(9) System control

The system will conduct random inspections of the goods. Customs conducts on-site inspections of the selected packages and compares data, physical objects and other information.

(10) Customs clearance

After customs clearance, the package will be transported to the destination through domestic logistics and delivered to the buyer. For logistics delivery vehicles with “three orders”, the intelligent system at the checkpoint of the customs special supervision area will automatically identify the vehicle number and release it.
