According to the regulations of the General Administration of Customs on the cross-border unified version switch, cross-border trade-related enterprises bear the legal responsibility for declaring and transmitting electronic data to the customs, and must ensure the validity and reliability of the transmitted electronic data, and need to uniformly use electronic signature technology to prevent tampering and denial of electronic data.

Enterprises that sign data need to apply for a digital signature certificate from the China Electronic Port Data Center. Enterprises can choose cryptographic products as the carrier of digital certificates for digital signatures based on actual business volume, including IC cards/USB Keys, encryption machines, cloud cryptographic servers, etc. After obtaining equipment and service capabilities, enterprises apply for a digital signature certificate from the Hangzhou Branch of the China Electronic Port Data Center. After applying for a digital signature certificate, Hangzhou XX Network Technology Co., Ltd. also needs to download the Hangzhou Customs Area Pre-entered Data Exchange Interface Opening Application Form, fill it out and stamp it with the official seal, and mail the application form to the Hangzhou Branch of the China Electronic Port Data Center for processing.

Enterprises can access the unified version of the information system for cross-border e-commerce import by manual entry, client transmission, or self-development. Among them, enterprises using IC cards/USBKey need to log in to the cross-border trade e-commerce customs clearance service platform (website: http://ceb2.chinaport.gov.cn) to manually enter the declaration data when declaring the list.

According to the law, choose a cross-border business customs clearance agent and entrust it to handle the customs declaration and inspection of imported goods by sea, air, and sea-air combined transport, and to handle domestic road transportation business, warehousing and fee settlement, information services, etc., including all operations of the special supervision area information management system. At the same time, it is responsible for the agency of the receipt, tallying, warehousing, distribution, packaging and other businesses of imported goods.
