To facilitate the development of cross-border e-commerce, local regulatory authorities have begun to implement the “single window” system. The single window provides a unified data reporting population for cross-border e-commerce companies, logistics companies, and payment institutions, with the goal of one-time reporting and full-process use, reducing the workload of enterprise data reporting. Import B2C business data is transmitted to the National Inspection and Customs through the single window. Single window registration can be registered by e-commerce companies themselves or entrusted to professional agencies.
1. Online registration
For example, staff of Hangzhou XX Network Technology Co., Ltd. log in to the Hangzhou Cross-border E-commerce Comprehensive Pilot Zone Single Window (website: http://www.singlewindow.gov.cn/) to register for the single window.
After providing the registration email address and entering the verification code, click “Next” to go to the inbox interface of the registration email address. Click the registration link to jump to the “Fill in user information” interface. After entering the user information, the registration of the single window is completed.
The materials required for online registration at the single window include: three-in-one materials, official seal and scanned copies, website address and page screenshots of the self-operated platform, company profile, copies of the ID cards of the company administrator and operator (with official seal), Zhejiang Electronic Port Business Application Form (with official seal), Hangzhou Cross-border Trade E-commerce Customs Clearance Service Platform Use Agreement (in triplicate, with official seal). In addition, some control measures are also included: e-commerce access and exit mechanism, enterprise quality and safety assessment system, online product review system, product sampling system, defective product recall system, product traceability system, etc.
2. Submit materials offline
After completing the online registration, Hangzhou XX Network Technology Co., Ltd. prepares the business entity registration information, quality and integrity management commitment letter and other national inspection registration paper materials according to the local national inspection registration requirements and submits them to the national inspection window; at the same time, prepares the basic information form of the enterprise, tax description, registration certificate, business license and other paper materials and submits them to the customs window.
3. Interview
After receiving the paper materials, the national inspection and customs departments will interview Hangzhou XX Network Technology Co., Ltd. to explain relevant laws, regulations and policies, quality control of imported products, product traceability system, category range of imported goods, tax deposit and other issues. After the interview, the registration of the single window will be completed.
