There are two types of customs supervision methods applicable to cross-border e-commerce B2C import business (bonded preparation mode). The 10 pilot cities of Tianjin, Shanghai, Hangzhou, Ningbo, Fuzhou, Pingtan, Zhengzhou, Guangzhou, Shenzhen and Chongqing are subject to the supervision method code 1210 (bonded e-commerce), and the other cities are subject to the supervision method code 1239 (bonded e-commerce A). The preliminary preparations for the business include registration, filing, data connection and other work. Filing mainly includes enterprise filing and commodity filing. Hangzhou XX Network Technology Co., Ltd. is conducting cross-border e-commerce business for the first time. It needs to obtain foreign trade operation rights first and complete the registration and filing operations of the relevant port supervision system.
Let’s take a look at how to obtain the record of foreign trade operators:
1. Log in to the Ministry of Commerce’s online service system (http://iecms.mofcom.gov.cn/)
The record registration is subject to local management. After entering the Ministry of Commerce’s foreign trade operator record registration system, select the “record registration authority” and “record registration method” of the location and click the “Submit” button, then enter the company information item by item in the pop-up interface, and finally click the “Save” button to complete the user registration and information reporting. The registration email provided by the enterprise will receive the record registration system number.
2. Submit the record registration materials
Before going to the local record registration authority to handle the record, first print the front and back of the foreign trade operator record registration form through the “Print Application Form” function of the record registration system, and have the legal representative of the enterprise sign and stamp it, and prepare the registration form filled in as required, the copy of the business license, and the copy of the organization code certificate.
3. Handle foreign trade related procedures
After the foreign trade operator qualification registration is completed, with the foreign trade operator registration form stamped with the registration seal, go to the local customs, inspection and quarantine, foreign exchange, taxation and other departments within 30 days to handle all the procedures required for conducting foreign trade business. After completing the registration at the local customs, the company will obtain a 10-digit customs registration code.
