Cross-border e-commerce enterprises shall apply for enterprise registration with the inspection and quarantine agency of the comprehensive pilot zone.
Enterprises shall submit enterprise qualification documents and certification materials when registering, and shall be responsible for the authenticity of their registration materials. E-commerce enterprises that do not have their own platforms can entrust third-party e-commerce platforms that conduct business to register on their behalf.
Foreign cross-border e-commerce enterprises shall entrust registered enterprises in the comprehensive pilot zone to register on their behalf, and the entrusted enterprises shall bear the corresponding responsibilities.
Cross-border e-commerce enterprises shall apply for item registration with the inspection and quarantine agency of the comprehensive pilot zone.
When filing items, relevant information, documents and certification materials such as product list and country of production should be provided, and the applicant shall be responsible for the authenticity of the materials submitted.
The negative list system is implemented for the filing of items. The following items are not accepted for filing:
(i) Listed in Announcement No. 1712 of the Ministry of Agriculture and the General Administration of Quality Supervision, Inspection and Quarantine;
(ii) List of Animals and Their Products Prohibited from Import from Animal Disease Epidemic Countries/Regions;
(iii) Microorganisms, human tissues, blood and its products and high-risk biological products;
(iv) Listed in the Catalogue of Dangerous Chemicals, Catalogue of Highly Toxic Chemicals, Catalogue of Classification and Varieties of Precursor Chemicals and Catalogue of Toxic Chemicals Strictly Restricted for Import and Export in China;
(v) Other items prohibited from import and export by laws and regulations.
Although listed in the List of Animals, Animal Articles and Other Quarantine Items Prohibited from Carrying or Mailing into the People’s Republic of China, if the official quarantine certificate of the exporting country or region, the entry animal and plant quarantine license and the certificate of origin can be provided, filing is allowed.
Registration can be applied to the inspection and quarantine agency in electronic or paper form and through the cross-border e-commerce public information service platform.
The inspection and quarantine agency of the comprehensive pilot zone will review the registration application of cross-border e-commerce enterprises and items, and register those that meet the requirements. E-commerce enterprises and items that have not passed the registration will not be accepted for entry and exit declaration.
E-commerce enterprises that provide false materials and information, have major quality problems with items, fail to recall and compensate as promised, and refuse to accept supervision and management shall be disqualified from registration.
