① Pre-entry: The operator fills in the draft of the customs declaration form according to the invoice, packing list, express waybill and other documents provided by the sender, and then enters and prints the customs declaration form at the entry bank.

② Submission of documents: The customs broker submits the printed import (export) goods declaration form, the invoice, packing list, import (export) goods license, inbound goods clearance form or outbound goods clearance form, and other documents submitted with the customs declaration form to the customs according to the requirements of the customs.

③ Taxation of imported and exported goods: After reviewing the documents and inspecting the goods, the customs shall levy import or export tariffs on the actual goods according to the provisions of the “Tariff Regulations of the People’s Republic of China” and the tax rates stipulated in the “Customs Import and Export Tariff of the People’s Republic of China”. In addition, if the customs declaration unit can be reduced, exempted, postponed, refunded or bonded according to relevant regulations, the relevant certification documents should be submitted to the customs.

④ Customs clearance and document issuance: After completing the above customs formalities, the customs will return the attached waybills, manuals, import and export payment contact forms, export verification forms and other documents, and stamp the customs seal on the relevant documents.

⑤ Pick up (deliver) goods: For imported goods, they can be picked up from the customs supervision warehouse and delivered to customers; for exported goods, they can be loaded on transportation vehicles that meet customs requirements and shipped out.
