Analysis of the Convention on Intangible Cultural Heritage and Cultural Diversity: Promoting Global Cultural Prosperity
Intangible cultural heritage, also known as oral or intangible heritage, is relative to tangible heritage, which is material heritage that can be passed down. According to the definition of UNESCO, it refers to “all creations from a cultural community that are based on tradition, expressed by a group or a group of individuals, and are considered to be in line with the expectations of the community as a result of its culture and “Expressions of social characteristics, the norms and values of which are passed down orally through imitation or other means”, including various types of national traditions and folk knowledge, various languages, oral literature, customs and habits, national and folk music, dance, etiquette, and handicrafts , traditional medicine, architecture and other arts.
In order to protect intangible cultural heritage, the Convention for the Safeguarding of the Intangible Cultural Heritage was adopted at the 32nd General Conference of UNESCO in October 2003, and in April 2006 It comes into effect to protect intangible cultural heritage represented by traditions, oral expressions, festival etiquette, handicraft skills, music, dance, etc. The objectives of the Convention are to protect the intangible cultural heritage; to respect the intangible cultural heritage of the communities, groups and individuals concerned; to raise awareness of the importance of intangible cultural heritage and mutual appreciation at the local, national and international levels; to carry out international Cooperate and provide international assistance.
In addition, UNESCO also adopted the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, which was adopted at the 33rd United Nations Conference on October 20, 2005. Adopted by the General Conference of UNESCO. Cultural diversity refers to the many different forms in which various groups and societies express their culture. It is not only reflected in the various ways in which human cultural heritage is expressed, promoted and passed on through rich and colorful cultural expressions, but also in the various ways through which and the many ways in which art is created, produced, disseminated, sold, and consumed through technology.
The objectives of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions are to protect and promote the diversity of cultural expressions; to create conditions for the flourishing, development and free interaction of cultures in a mutually beneficial manner; to encourage dialogue among different cultures , to ensure wider cultural exchanges in the world promote mutual respect and the building of a culture of peace among different cultures; strengthen interculturality and engage in cultural interaction in the spirit of building bridges between peoples; promote respect for the diversity of cultural expressions at the local, national and international levels, and raise awareness of its value; affirm culture the importance of the link with development for all countries, especially developing countries, and supports action at the national and international levels to ensure recognition of the true value of this link; recognizes that cultural activities, products and services convey cultural identity , values and significance; reaffirming the sovereignty of States to maintain, adopt and implement on their territories policies and measures that they deem appropriate to protect and promote the diversity of cultural expressions; strengthening international cooperation and solidarity in a spirit of partnership, In particular, the capacity of developing countries to protect and promote the diversity of cultural expressions should be enhanced.
As of May 11, 2018, with the accession of Solomon Islands, the Convention has 178 parties. At present, only the United States, the United Kingdom, Canada, Australia, New Zealand, Russia, Israel, Libya and other countries have not yet joined this convention. my country joined the Convention in August 2004. On December 29, 2006, the 25th meeting of the Standing Committee of the 10th National People’s Congress of my country approved the Convention on the Protection and Promotion of the Diversity of Cultural Expressions.
The above two conventions are designed to protect and promote cultural diversity and the protection of intangible cultural heritage, and have made great contributions to the prosperity of global culture.
