Specific steps include electronic port registration and import enterprise filing. Electronic port registration needs to be completed by logging into the Zhejiang Electronic Port website (www.zjport.gov.cn) and submitting paper documents to the Zhejiang Electronic Port. After successful registration, you will receive the login account and password of the “Cross-border One Step” (www.kjeport.com) system.

In the “Cross-border One-Step” system, complete the customs and inspection and quarantine system registration of the e-commerce platform through the “Import Enterprise Registration” module under “System Management”, and then register the e-commerce enterprise after approval. Select a customs clearance service agency

Hangzhou WW Logistics Co., Ltd., as a public distribution company settled in the cross-border e-commerce park, has signed an agency agreement with Zhejiang KK E-Commerce Co., Ltd. and is responsible for customs declaration, inspection, domestic road transportation business, warehousing and It handles fee settlement, information services and other matters, and also acts as an agent for the tallying and distribution of inbound items.

Preparation before shipment

The Hangzhou Comprehensive Pilot Zone requires direct mail imported goods to be reported to the National Inspection and Customs Service before arrival. Zhejiang KK E-Commerce Co., Ltd. needs to notify the port of the expected shipment volume information by email one day before the goods are shipped, and provide a copy of the air bill of lading to the Hangzhou Port Customs Affairs Group as soon as possible after the goods are shipped. In addition, the words “EXPRESS” or “2916” (Hangzhou Express Customs Area Code) must be reflected in the product name column of the air bill of lading.

For e-commerce companies that have implemented order system docking, the order information of the goods to be shipped should be uploaded to the electronic port through the system before the goods are shipped; for companies that have not implemented system docking, declaration information should be provided to the customs through a manual form. Before direct mail goods are imported, forecast information needs to be reported to the cross-border import park.

Entry customs clearance

After the direct mail goods arrive at the destination cross-border park, they need to go through the customs clearance procedures for entry into the zone, including entry declaration, park inspection, park customs declaration, station tally and manifest verification, etc. To declare at the checkpoint, you need to provide the white card of the supervised vehicle, the idling land contact form and the bar code, and go through the inspection and release at the checkpoint.

When applying for inspection in the park, Hangzhou WW Logistics Co., Ltd. needs to provide the cross-border e-commerce inspection and quarantine work contact sheet (in two copies), a copy of the waybill (one copy), and a list of direct mail goods warehousing items (one copy), Letter of Commitment. The National Inspection and Quarantine Bureau of the park will review the documents after accepting the inspection application.

When declaring customs in the park, you need to provide the cross-border e-commerce air transfer land contact form (two copies), copies of the waybill (two copies), cargo list (one copy), supervision vehicle white card (original), and the entrance checkpoint Nuclear release. After accepting the declaration, the park customs will use the customs transfer information to dismantle and lock the supervised goods entering the park, and review the declared EDI data in the customs system.

Leaving customs clearance

Personal items imported by direct mail can be released after inspection in the cross-border park, and the stay in the park will be short. After tallying the goods at the site, the park customs and the national inspection team will jointly inspect the personal items ready for release. After the customs confirms that the goods are correct, they will fill in the customs lock number on the exit checkpoint release form, and sign and seal it.

Goods imported through direct mail are subject to cross-border e-commerce comprehensive tax. The tax rate and calculation method are the same as those under bonded stocking mode. The tax collection cycle is generally based on half a month, and the customs summarizes the tax bills every half month; the customs collects and calculates taxes on cross-border e-commerce retail imported goods that meet regulatory requirements by time period, and the collection and payment obligor should release the tax bill. Complete the tax payment formalities with the customs within the 31st to 45th day.
