Detailed explanation of cross-border e-commerce and patent subsidy policies: new driving forces to promote innovation and international trade
Government supervision of cross-border payments
my country’s regulatory system for cross-border payments is gradually improving. After the “Electronic Signature Law of the People’s Republic of China” pioneered the legal supervision of e-commerce, the People’s Bank of China promulgated the “Electronic Signature Law of the People’s Republic of China” in the field of financial supervision and the “Electronic Signature Law of the People’s Republic of China” in the field of network security. The “Electronic Payment Guidelines (No. 1)” and the “Measures for the Administration of Payment Services of Non-Financial Institutions” were promulgated.
Since the promulgation and implementation of the “Measures for the Administration of Payment Services of Non-Financial Institutions”, with the rapid development of third-party payment institutions, government regulatory policies have been further improved. At present, the “Detailed Implementation Rules for the Management of Payment Services of Non-Financial Institutions”, “Measures for the Administration of Anti-Money Laundering and Counter-Terrorist Financing of Payment Institutions”, “Measures for the Management of Prepaid Card Business of Payment Institutions”, “Interim Measures for the Custody of Customer Reserve Funds of Payment Institutions”, “Bank Card Collection and Management Measures” The Single Business Management Measures have been officially promulgated, and the Anti-Money Laundering Law of the People’s Republic of China and the corresponding Management Measures for Financial Institutions’ Customer Identification and Preservation of Customer Identity Information and Transaction Records have been improved on the basis of drawing on international experience.
Other relevant policies and regulations that the People’s Bank of China is preparing to issue include the “Measures for the Management of Online Payment Businesses of Non-Bank Payment Institutions”. Although this series of management measures has a relatively low legal level, it has initially established a basic policy framework for the supervision of the entire third-party payment business.
Apply for foreign patent subsidy policy
As the global economy becomes increasingly interconnected and the need for transnational protection of intellectual property rights increases, countries have implemented subsidy policies to encourage domestic companies and innovators to apply for foreign patents. These policies aim to promote technological innovation, enhance the international competitiveness of enterprises, and promote international cooperation and exchanges.
Main content
Financial subsidies: The government provides financial assistance to qualified companies and innovators to cover the costs of applying for foreign patents. These subsidies can cover patent application fees, international patent search fees, translation fees and other related expenses, reducing the financial burden on applicants.
Incentive mechanism: The government has established an incentive mechanism to provide financial rewards or other forms of rewards to companies and innovators that successfully apply for foreign patents and achieve commercial results. This incentive mechanism encourages innovators to actively apply for foreign patents and realize technology transformation and commercialization in the market.
Patent agency fee subsidy: The government pays a portion of patent agency fees for companies and innovators to reduce the overall cost of applying for foreign patents. This policy has prompted more companies and innovators to choose to seek professional patent agency services, improving the quality and success rate of applications.
Positive influence
Promotion of technological innovation: The policy of applying for foreign patent subsidies provides financial support and incentives to enterprises and innovators, encouraging them to carry out more technological innovation. By applying for foreign patents, they can push their innovations to the global market and gain broader business opportunities and returns. This promotes the continued development and advancement of technological innovation.
Enhance international competitiveness: By applying for foreign patents, companies can ensure the protection of their intellectual property rights on a global scale and prevent others from infringing and copying their innovative achievements. This gives enterprises an advantage in market competition, enables them to demonstrate their technical strength and product advantages on the international stage, and enhances their international competitiveness.
Promote international cooperation and exchanges: The policy of applying for foreign patent subsidies encourages cooperation and exchanges between enterprises and innovators, as well as between countries. By applying for foreign patents, they can establish connections and cooperate with foreign companies, institutions and experts to jointly carry out technology research and development, market expansion and innovation projects, promoting international cooperation and knowledge sharing.
Strengthen international image and reputation: Actively applying for foreign patents shows that companies and innovators have innovative capabilities and international vision, demonstrating their leading position in the technological field. This helps shape the international image and reputation of the company and the country, attracting more attention and cooperation opportunities from international partners and investors.
