After the customs takes samples, the enterprise will conditionally remove the goods to the storage place. After the customs confirms that the goods have passed the inspection and completes the relevant procedures, the goods can be sold or used in the domestic market. This model can optimize the allocation of regulatory resources, facilitate the import customs clearance process, shorten the time for goods to stay at the port, and reduce the customs clearance costs of enterprises.
For example, the customs clearance time requirements for imported fresh fruits are relatively high. In the past, the goods needed to be released after all the procedures were completed at the port. Through the “two-stage access” model, enterprises can first conditionally remove the goods and make relevant preparations for entering the market in advance, which can save time and cost 2~3 days and effectively reduce logistics costs.
In addition, for imported goods that need to be inspected and sent for inspection, as soon as the import ship docks, the customs will immediately take samples for inspection, and the goods can be removed from the dock without waiting for the inspection results to come out, shortening the inspection and release time. The saved time saves the customs clearance costs such as port storage and demurrage fees for enterprises.
