From January 1, 2020, the customs will fully promote the application of the new “two-step declaration” customs clearance model and deepen the reform of the “two-stage access” supervision operation. “Two-stage access” is another superimposed measure to further optimize the business environment after the implementation of “two-step declaration”. When imported goods adopt “two-step declaration”, eligible goods can also be superimposed with “two-stage access”, and take conditional pick-up, transfer inspection, destination inspection and other methods to quickly leave the port, and the enterprises will transport and store them by themselves, and will be sold or used after receiving the customs release notice.

The “two-stage access” reform is based on the supervision operation site (site) where imported goods are allowed to leave the port, and implements the supervision of “whether the goods are allowed to enter the country” and “whether the goods are allowed to enter the domestic market for sale or use” in stages, which maximizes the utilization of port customs clearance supervision resources and can significantly reduce the detention time of imported goods in Hong Kong.

“Two-stage access” provides a diversified customs clearance model. The “two-stage access” supervision operation reform was implemented in the customs area on November 15, 2019. This reform is generally applicable to consignees and agents of imported goods. Qualified imported goods can choose “two-step declaration” or “one-time declaration” according to actual conditions to accept customs two-stage supervision.
