During the “single window” declaration process, enterprises can check the three application options of “transfer inspection”, “conditional release” or “combined inspection at port and destination” in advance, and then submit the above-mentioned “two-stage access” electronic application together with the declaration data; if it does not meet the requirements, a pop-up window will be displayed to remind you.

(i) “Single Window”

Click the “Two-stage Access Application” button on the page to pop up the entry interface, and you can check the “Two-stage Access Declaration” information.

If the information-based supervision conditions for “two-stage access” are met, even if you do not click the “Two-stage Access Application” button, a pop-up window will display the “Two-stage Access Declaration” interface when you declare (when the information-based supervision conditions for “two-stage access” are met, you can continue to declare even if you do not check the two-stage access check box).

When declaring at the “Single Window”, please pay attention to the following 5 aspects:

(1) It is only applicable to the “Import Declaration Form/Entry Registration List” for inspection;

(2) If the “Two-Stage Access” information-based supervision conditions are met, a pop-up window will be displayed during declaration, and the “Two-Stage Access Declaration” interface can be checked and the “Two-Stage Access Declaration” information can be declared to the customs at the same time as the import declaration form; if the “Two-Stage Access” information-based supervision conditions are not met, the system will not pop up the “Two-Stage Access” information box during declaration;

(3) For declaration forms that meet the “Two-Stage Access” information-based supervision conditions, the customs will return the “Two-Stage Access” release receipt;

(4) If the “Two-Stage Access” information-based supervision conditions are met, the “Two-Stage Access” check box can be unchecked and the declaration can continue;

(5) When modifying or canceling an order, the “Two-Stage Access Application” information can be clicked for viewing, but modification is not allowed.

(II) Transfer Application

(1) This field only displays the off-site supervision sites under the directly affiliated customs area corresponding to the “Entry Customs Type” field in the table header (including site code, site name, and site type).

(2) Check “Transfer Application” and the field for transfer site will appear on the right. Click to select √ and select the site from the drop-down list.

(3) If the “Two-stage Access” information supervision conditions are not met, the system will not pop up the “Two-stage Access” information box when declaring. If the “Two-stage Access” application information is actively filled in, a prompt will pop up during declaration: “The current customs declaration does not meet the “Two-stage Access” information supervision conditions. The “Two-stage Access” application is not allowed. The system will clear the declaration information of the “Two-stage Access” application. Do you want to continue to declare?”

(4) Click “Confirm” and the system will automatically clear the “Two-stage Access” information and continue to declare; click “Cancel” to terminate the declaration operation and return to the input interface.

(5) If the information management conditions for “two-stage access” are met, such as actively filling in the two-stage access application information, and the system verifies that there are commodities that cause all three check boxes to be unsatisfied during declaration, a prompt will pop up saying “The commodities in the current customs declaration form are not allowed to be declared for the ‘two-stage access’ application. The system will clear the declaration information for the ‘two-stage access’. Do you want to continue?”

(6) Click “OK” and the system will automatically clear the “two-stage access” information and continue to declare. Click “Cancel” to terminate the declaration operation and return to the input interface.

(7) If the system verifies that there are commodities that cause some check boxes to be unsatisfied during declaration, the system will automatically correct the options for the “two-stage access” application (gray them out) and continue to declare.

(8) After the data has been entered and confirmed to be correct, click the “Declare” button in the upper right corner of the interface to declare to the customs.
