The electronic agent customs declaration entrustment system is organized, developed and managed by the China Customs Brokers Association, and authorized local customs brokers to assist in management and services. Customs brokers must register in the system and pass the review of the China Customs Brokers Association and its authorized local customs brokers before they can accept the entrustment of customs declaration.
When importing companies need to entrust customs brokers to make customs declarations, they can log in to the China Electronic Port homepage with the electronic port IC card/U shield (legal person card), select “China Electronic Port Law Enforcement System Security Technology Service User Directory” in the public service module, click to enter the business system, select the “Customs Brokerage Entrustment” module, and enter the electronic agent customs declaration entrustment system with the electronic port IC card/U shield/or enter the user name and password. By selecting the customs broker under the entrustment relationship management in the system, the entrustment application is initiated, and the customs broker logs in to the system to confirm the entrustment application. The entrusting parties confirm the electronic agent customs declaration entrustment in this system, and the customs broker sends it as an attached document to the customs clearance system as the electronic customs declaration form when declaring.
Foreign trade enterprises and customs declaration companies entrust each other on the China Electronic Port Platform, which can not only reduce turnover but also make it easier to trace. Customs implements electronic entrustment for customs declaration, replacing the previous paper version of the customs declaration entrustment letter, and further realizes paperless customs clearance.
Enterprises can change the entrustment relationship through this management system, and can also query the specific information of the customs brokers and customs brokers they entrust.
Consignees and consignors of imported and exported goods declare to the customs in their own name, and they can declare by logging into the standard version of the “Single Window”. If import and export enterprises need to entrust customs declaration companies to make declarations, and customs declaration companies declare to the customs in their own name or in the name of the entruster, both parties must sign the electronic agent customs declaration entrustment letter in the system through the “Electronic Agent Customs Declaration Entrustment” module before that. When declaring, the system will automatically extract the electronic agent customs declaration entrustment letter signed by the entruster, and handle the relevant customs procedures in accordance with the authorization scope of the entrustment letter.
