When applying for the “Automatic Import License” and the filing of bulk agricultural product import information, you must first bind the Ministry of Commerce’s electronic key at the “Single Window”. During the declaration process, you must ensure that the electronic key is plugged into the computer before you can perform related business operations.

1. First application process

Enterprises log in to the online reporting system, fill out the “Enterprise CA Electronic Key Application Form” online, and upload relevant application materials to complete the application.

The first step is to register as a provider platform user: After entering the online reporting system, for the first application, please click “Click Here” on the right side of the page to register. After the user successfully registers online, the registration system will automatically send an account activation email to the email filled in for registration. Please check the email with the subject “Calling the Ministry of Commerce’s Unified User Management Platform to Activate the Enterprise Account” and activate the account according to the content of the email.

The second step is to fill in the application form online: After logging in to the online reporting system, start filling in the application form. First, according to the company’s own situation and the type of license you plan to apply for, make the correct check on the options at the top of the form.

When filling in the “User Login Name”, if you are an electromechanical import enterprise, you can directly enter the user of the electromechanical product import document system that you have registered in advance; if you are reissuing, directly enter the original user name that has been lost or damaged; if you are an ordinary user other than the above two situations, you need to click “Get Login Name” to have the Ministry of Commerce’s business system platform automatically assign a user name.

Fill in the application form and submit it.

The third step, download, print and stamp: After clicking “Confirm Submission”, follow the page prompt “Click here to save the application form to your local computer”, download the filled application form and the electronic signature application confirmation letter, print, sign and stamp the company seal.

The fourth step, scan the application materials and upload attachments: Please click “Next” to enter the attachment upload interface. Upload the scanned copies of the following required application materials to the system (each image is less than 200k), select the relevant attachments, click “Upload”, and be sure to click the “Confirm Upload” button again.

The application materials are all scanned from the original documents, including: the electronic certification certificate of the administrative license for the import and export of goods and the electronic key application form in the “third step”; the business license of the corporate legal person with a unified social credit code; the electronic signature application confirmation letter (signed and sealed by the authorized user); the registration form for foreign trade operators. The following situations do not need to provide it: enterprises that have not registered as foreign trade operators and only handle import documents for electromechanical products; free trade zone enterprises that have registered information with local commercial authorities; enterprises that can reflect that they are foreign-invested in the business license; the front and back of the ID card of the authorized user (handler).

The fifth step, verification: enterprises can log in to the online filling system to check the processing progress 2 working days after submitting the application online.

The provincial-level competent commerce department will conduct a preliminary review. If the system prompts “verification passed”, it means that the application materials are complete and correct, and enter the review stage;

The electronic key service provider will conduct a review. If the system prompts “review passed”, it means that the CA electronic key and electronic signature stage will be entered;

If the system prompts “verification failed” or “review failed”, check the “remarks” review opinion to understand the specific reasons, and resubmit as required according to the notes.

Step 6, production and delivery to the provincial-level competent commerce department: The electronic key service provider will produce CA electronic keys (including electronic signatures) for the enterprises that have passed the review, and express the electronic keys to the provincial-level competent commerce department.

Step 7, the enterprise receives the electronic key: After receiving the electronic key, the provincial-level competent commerce department must notify the enterprise to collect it within 2 working days or send it according to the enterprise’s requirements.

2. Processing time

After the enterprise confirms that the submitted materials are correct online, the verification time is 2 working days, and the review and production time of the electronic key is 5 working days. After receiving the electronic key, the provincial commercial administration department must notify the enterprise within 3 working days.

3. Processing fees

According to the notice of the Quota License Affairs Bureau of the Ministry of Commerce, the application and renewal process of the license electronic key has been adjusted, and the application for the electronic key is a free service.
