Apply for compulsory product certification
1. Applicant qualifications
According to the “Regulations on the Administration of Compulsory Product Certification”, producers, sellers and importers of products listed in the unified product catalog can apply for certification of products in the catalog to designated certification bodies as applicants.
Applicants can also entrust a compulsory product certification agency registered with the CNCA to apply on their behalf.
2. Application Materials
Enterprises should generally provide the following documents:
(1)Certificate of the applicant;
(2)General assembly drawing, electrical schematic diagram, circuit diagram;
(3)List of key components and/or main raw materials;
(4)Other documents that the applicant needs to explain;
(5)If the applicant is a seller or importer, it shall submit to the designated certification body a copy of the relevant contract between the seller and the manufacturer or between the importer and the manufacturer;
(6)If the applicant entrusts another person to apply for certification of the products in the catalogue, it shall enter into a contract with the entrustee for matters such as certification, testing, inspection and follow-up inspection. The entrustee shall submit to the designated certification body a copy of the letter of entrustment, the entrustment contract and other relevant contracts;

3. Duration of certification
According to the “Regulations on the Administration of Compulsory Product Certification”, the designated certification body is responsible for accepting the applicant’s certification application, arranging type tests, factory inspections, sampling tests and other activities in accordance with the provisions of the certification implementation rules, making certification decisions, and issuing certification certificates to the certified products. Under normal circumstances, the designated certification body shall make a certification decision and notify the applicant within 90 days of accepting the applicant’s application for certification.
4. Certification procedures
The applicant’s application generally includes the following procedures:
(1) Certification application and acceptance;
(2) Type test;
(3) Factory inspection;
(4) Sampling test;
(5) Evaluation and approval of certification results;
(6) Supervision after certification.
5. Application process
Each certification body formulates different application procedures according to its own characteristics. Take the China Quality Certification Center (CQC) as an example.
The applicant should submit an application for intent and send relevant technical documents to China Quality Certification Center through the website of China Quality Certification Center or by file (mail) or online. The content of the application for intent should generally include relevant information such as the applicant, manufacturer, producer, and application product.
