When registering for business registration, an electronic port IC card or U shield is required. It should be noted that if the enterprise is a cardless user, the enterprise needs to register a new user. The relevant process is as follows:
(1) System entry
Method 1: Log in to the “Internet + Customs” platform – Enterprise Management and Audit – Imported Food and Cosmetics Importer and Exporter Registration – Imported Food Importer Registration.
Method 2: Log in to the “Single Window” – Enterprise Qualification – Imported Food and Cosmetics Importer and Exporter Registration.
(2) Fill in information and submit paper materials
After entering the system, the importer fills in the information through the registration system and submits the complete paper application materials to the customs where it is located. The importer is responsible for the authenticity of the registration information provided.
After submitting the application in the system, the importer shall hand in the required paper version of the materials to the local customs enterprise registration service window, and the customs shall accept the system application through the collected paper materials. Some customs have implemented paperless office. For example, they require enterprises to scan and compress the filing materials into an electronic file (the name of the compressed file is “First Application of Food Consignee – Full Name of Enterprise” or “Application for Change of Food Consignee – Full Name of Enterprise”, each file in the package is marked with the name, one copy, no format requirement) and send it to the designated mailbox announced by the customs (for example, Beijing Customs requires it to be sent to bjhgfood@sina.com). Please indicate the full name of the enterprise in the title of the email, which will be deemed as the submission of paper materials.
(3) Filing Progress Query
After the importer submits the filing information in the system, the system will generate an application number and a query number. The filing progress or modification of the filing information can be queried with the application number and query number.
Note that after the enterprise submits the application in the system, it must submit paper materials to the customs at the same time, and the customs will accept it.
(4) Customs Review
If the filing application materials are complete, the customs will review and verify the information and materials provided by the importer within 5 working days from the date of acceptance of the application. If the information and materials are true and complete, they will be filed and the filing number will be issued through the filing system.
If the review fails, the reason for the failure will be notified through the filing system and the filing application will be returned.
(5) Information change
If the filing information of the registered importer changes, the importer should apply to the competent customs for the change in a timely manner. The handling process can refer to the filing application. If the name, address, telephone number, etc. of the importer (or consignee) changes, the modification application should be submitted in a timely manner through the filing management system.
