According to the “List of Animals and Plants and Their Products and Other Quarantine Items Prohibited from Carrying or Mailing into the People’s Republic of China”, the following products are prohibited for individuals to carry or mail into the country.
(1) Animals and Animal Products.
① Live animals (except dogs and cats), including all mammals, birds, fish, crustaceans, amphibians, reptiles, insects and other invertebrates, and animal genetic material.
② (Raw or cooked) meat (including organs) and its products.
③ Aquatic animal products. Except for aquatic animal products that are dried, cooked, or fermented to make edible sauces.
④ Animal-derived milk and dairy products, including raw milk, pasteurized milk, sterilized milk, modified milk, fermented milk, cream, butter, cheese, condensed milk and other dairy products.
⑤ Eggs and their products, including fresh eggs, preserved eggs, salted eggs, egg liquid, egg shells, mayonnaise and other egg-derived products.
⑥ Bird’s nest. Except for canned bird’s nests that have been commercially sterilized.
⑦ Oils and fats, hides, raw wool, hooves (claws), bones, teeth, horns and their products. Except for eggshells, hooves (claws), bones, horns, shells, crustaceans and other crafts that have been processed and are free of blood, muscle, fat, etc.
⑧ Animal-derived feed, animal-derived Chinese medicinal materials, and animal-derived fertilizers.
(2) Plants and plant products.
① Fresh fruits and vegetables.
② Fresh cut flowers.
③ Tobacco leaves.
④ Seeds, seedlings and other plants, plant products and materials with reproductive capacity.
(3) Other quarantine items.
① Bacteria, toxins, parasites and other animal and plant pathogens, pests and other harmful organisms, veterinary biological products, cells, organs, tissues, blood and their products and other biological materials and other high-risk biological factors.
②Animal carcasses, animal specimens, and animal-derived waste.
③Soil and its organic cultivation medium.
④Genetically modified biological materials.
⑤Other animals, plants, animal and plant products, and other quarantine objects prohibited from entering the country.
Note: A. Animals, plants, their products, and other quarantine objects that are brought into the country by carrying or mailing, which have been approved by the relevant national administrative departments and have quarantine certificates issued by the official agencies of the exporting country or region, are not subject to the restrictions of this list.
B. Each person is limited to carrying or separately checking in one dog, cat, or other pet with an animal quarantine certificate and vaccination certificate issued by the official agencies of the exporting country or region. Specific quarantine requirements shall be implemented in accordance with relevant regulations.
C. If laws, administrative regulations, and departmental regulations have other provisions on animals, plants, their products, and other quarantine objects that are prohibited from being carried or mailed into the country, they shall be handled in accordance with relevant regulations.
