1. When an enterprise applies for recognition, it must have been incorporated for more than one year.
2. Enterprises obtain intellectual property rights for major products (services) with technical support as the core through independent research and development, transfers, donations, mergers and acquisitions, etc. And meet one of the following requirements: A. More than one Class I intellectual property right such as inventions, integrated circuit layout design exclusive rights, new plant varieties, etc.; B. Class II intellectual property rights such as utility model patents, software copyrights, etc.
3. Technologies that play a core supporting role in the company’s main products (services) fall within the scope of the “National Key Support for High-tech Fields in 2016”.
4. The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the enterprise shall not be less than 10% of the total number of employees in that year.
5. The ratio of total R&D expenses to total sales revenue in the same period in the last three fiscal years (if the actual operating period is less than three years, calculated based on actual operating time, the same below) meets the following requirements:
For enterprises whose annual sales revenue is less than 50 million yuan, their proportion shall not be less than 5%;
For enterprises whose sales revenue in the most recent year is between 50 million and 200 million yuan, their proportion shall not be less than 5%; The proportion shall not be less than 4%;
For enterprises with annual sales of more than 200 million yuan, the proportion shall not be less than 3%.
On this basis, the proportion of R&D expenses in the total R&D expenses in China shall not be less than 60%.
6. In the past year, the revenue from high-tech products (services) accounted for more than 60% of the company’s total revenue in the same period.
7. The evaluation of enterprise innovation capabilities must meet corresponding requirements.
8. No major safety or major quality accidents or serious environmental violations occurred within the year before applying for certification.
