Provide legal, business and tax information support for the internationalization and overseas mergers and acquisitions of e-commerce logistics companies, and promote overseas merger and acquisition approval, foreign exchange facilitation, etc.

Improve the collaboration mechanism between customs, inspection and quarantine, postal management and other departments, promote mutual recognition of inspection and quarantine standards between countries and regions, and give full play to the “one-stop” services such as electronic ports and international dry ports. The advantage of the customs clearance platform enables convenient customs clearance of inbound and outbound packages, integrates cross-border e-commerce orders, payments, logistics, quality and safety information into comprehensive customs clearance data, and promotes the facilitation of cross-border e-commerce logistics.

In terms of express delivery policy, we promote the “three on, three on, and three directions” to promote the construction of overseas service networks for express delivery companies, strengthen overseas layout planning, and improve integration capabilities, including resource integration and technology integration. Cross-border logistics is a new green space that can be developed. Express companies are encouraged to develop cross-border e-commerce express business, increase their “going global” services, build international express processing centers in key port cities, and explore overseas warehouses.

Encourage all types of capital to enter the express delivery field, encourage enterprises to integrate resources through mergers, acquisitions and reorganizations, accelerate the formation of several internationally competitive enterprise groups, and encourage “going out” to participate in international competition. Large-scale logistics enterprises with comprehensive networks and services can vertically strengthen their penetration into the industrial chain, and horizontally optimize logistics network coverage, integrate more social resources, and improve logistics efficiency.
