Inspection and quarantine of imported goods is an important part of the cross-border e-commerce ecological chain. The supervision policy of the inspection and quarantine department for cross-border imported goods has a great impact on cross-border e-commerce sellers.
For inbound products, products sold on e-commerce platforms must not only report the product name list, the corresponding product code and product specifications, but also issue a quality and safety assessment report and a declaration of conformity report issued by a third-party testing agency, as well as a product notice to consumers.
Cross-border e-commerce sellers need to inform buyers of the detailed information of the relevant products in Chinese on the e-commerce platform, including at least the product name, brand, net content and specifications, formula or ingredient list, whether the country (region) of origin is a genetically modified product, production date, storage conditions, usage, complaint telephone number, etc. If the product has requirements for the applicable population, it must be prominently marked on the product.
The Ministry of Finance’s announcement once pointed out that in order to prevent industrial, chemical and other raw materials from entering my country through cross-border e-commerce import retail channels and disrupting the normal domestic trading order, a list management is implemented for the cross-border e-commerce retail import tax policy.
The list is a unified standard for the import pilot situation of cross-border e-commerce according to the opinions of relevant management departments. The list includes 1,142 commodities with 8-digit tax numbers, which are mainly to meet domestic consumption demand for some commodities, meet the regulatory requirements of relevant departments, and can be delivered by mail and other means of logistics. These are daily consumer goods, such as household appliances, food and beverages, children’s toys, clothing, shoes and hats, and some cosmetics.
Some products on the list do not need to submit licenses and other documents to the customs department, and the inspection and quarantine supervision and management department will implement the regulations in accordance with relevant national laws and regulations. Directly purchased imported products are exempt from the verification of customs clearance documents.
For products that are already listed on the positive list, some products that were legally unclear in the past can be used for cross-border e-commerce in compliance with regulations. Such changes may bring good directions for cross-border imports in vertical industries.
For products not included in the list, such as fresh products, it is necessary to change direction and find new ways of cross-border customs clearance.
