Relevant customs regulations of Brazil:

(4) Brazil does not accept free abandonment of parcels. If customs clearance at the destination fails and the sender chooses to abandon the parcel, he needs to pay an abandonment fee of at least 50 euros per parcel, otherwise it will be arranged to be returned to the place of origin.
