The Trademark Law Treaty was concluded in 1994 with the aim of unifying and simplifying the procedures for trademark registration in countries and regions. The treaty provides for the principle of trademark registration procedures, mainly including that the competent authority shall not require applicants to provide proof of commercial registration, that applicants can apply for registration, change and transfer of multiple categories in one application, that the validity period of registration and renewal of registration is unified to 10 years, that it is not necessary to submit a power of attorney for each application, and that signatures shall not be required to be notarized, authenticated, certified or confirmed. This series of provisions greatly simplifies the application for registration and protection of trademarks by applicants in various member states.

(10) The World Intellectual Property Organization Copyright Treaty (WIPO Copyright Treaty), also known as the WIPO Copyright Treaty, was concluded at a diplomatic conference hosted by the World Intellectual Property Organization on December 20, 1996 and attended by representatives from more than 120 countries. It is mainly aimed at solving new copyright protection issues arising from the application of digital technology in the international Internet environment.

The WIPO Copyright Treaty has 25 articles, with Articles 1 to 14 being substantive articles and Articles 15 to 25 being administrative articles. In addition, there are 9 “agreed statements” to further explain some issues that may be ambiguous in the treaty. The WIPO Copyright Treaty is a development and supplement to the Berne Convention and the Agreement on Trade-Related Aspects of Intellectual Property Rights. It is a special agreement referred to in the Berne Convention and involves the protection of works and authors in the digital environment.
