Full declaration of cross-border e-commerce items:
(i) For inbound items that belong to the online shopping bonded mode, e-commerce business enterprises shall declare to the inspection and quarantine agency 7 working days in advance.
(ii) For inbound items that belong to the direct mail mode, e-commerce business enterprises shall declare to the inspection and quarantine agency 3 working days in advance.
(iii) E-commerce business enterprises shall specify the name of the item, the inbound quantity, the country or region of import, the name of the seller, etc. when declaring.
(iv) For outbound items, advance declaration, in accordance with the principle of “first outbound, then report, centralized handling”, e-commerce business enterprises shall handle relevant procedures with the inspection and quarantine agency every month as needed.
Release of cross-border e-commerce items:
Cross-border e-commerce items that meet the requirements of inspection and quarantine supervision and management shall be released.
For items that fail to meet the quarantine requirements, the inspection and quarantine agency may release them after quarantine treatment. If they still fail to meet the quarantine requirements after quarantine treatment, they shall be returned or destroyed.
Items that do not meet the requirements during on-site inspections shall be rectified by the relevant e-commerce companies and released after the rectification is qualified. If rectification is not possible, they shall be returned or destroyed.
