On September 3, 2013, the General Administration of Customs issued the “Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Commerce and Other Departments on Implementing Policies to Support Cross-border E-commerce Retail Exports”; on March 16, 2014, the General Administration of Customs issued the “Notice on Issues Related to Cross-border Trade E-commerce Pilot or Online Shopping Bonded Import Model”; In 2015, cross-border e-commerce policies were introduced intensively. On May 7, the “Opinions of the State Council on Vigorously Developing E-commerce and Accelerating the Cultivation of New Economic Driving Forces” proposed to improve the customs clearance efficiency of cross-border e-commerce, establish a “single window” for customs inspection and taxation, and simplify the reverse customs clearance process. On May 12, the Ministry of Commerce formulated the “Internet + Circulation” Action Plan, which proposed to innovate cross-border e-commerce circulation methods, promote the construction of 100 e-commerce overseas warehouses, and accelerate the construction of e-commerce overseas marketing channels. On June 20, the General Office of the State Council issued the “Guiding Opinions on Promoting the Healthy and Rapid Development of Cross-border E-commerce”.

Cross-border e-commerce logistics is a complex logistics process, but consumers expect fast, transparent, cheap and simple services. On the one hand, cross-border e-commerce logistics companies need to meet users’ expectations, and on the other hand, they need to obtain commercial value and profits, which can only be achieved through business model innovation. Domestic consumers have been trained by domestic e-commerce platforms to expect convenient logistics services. In the face of the development of cross-border e-commerce logistics, domestic consumers have high expectations for the speed, convenience of returns and exchanges, and purchase experience of cross-border e-commerce logistics. This market demand obviously also brings new opportunities for the development of cross-border e-commerce logistics companies.
