Detailed explanation of cross-border e-commerce bonded logistics center
Cross-border e-commerce bonded logistics centers are closed customs supervision areas and have port functions. They are mainly divided into type A and type B. Both types of bonded logistics centers are subject to strict customs supervision, but their respective service objects and service scope are different.
1. Type A bonded logistics center
A-type bonded logistics center refers to a customs-supervised place approved by the customs, operated by corporate legal persons in China, and specializing in bonded warehousing and logistics business. It is divided into public logistics center and self-use logistics center according to its service scope. A-type logistics centers can store a variety of goods, including but not limited to:
- Domestic export goods;
- Transshipment goods and international transit goods;
- Foreign investors temporarily store goods;
- Processing trade import and export goods;
- Supply materials and maintenance parts for international ships and aircraft;
- Imported consignment spare parts for repairing foreign products;
- General trade imported goods that have not completed customs procedures;
- Other goods that have not completed customs procedures.
It is worth noting that goods prohibited from entry and exit by the state are not allowed to be stored in Type A bonded logistics centers.
II. Type B Bonded Logistics Center
Type B bonded logistics center is also a place of centralized customs supervision established with the approval of the customs, but it is operated by a domestic corporate legal person and is a place where multiple companies enter and jointly engage in bonded warehousing and logistics business. Type B logistics center can store the same type of goods in Type A. In addition, the B-type logistics center is similar to a logistics park, where companies in many different industries can find logistics solutions that suit them.
3. Functions and functions
No matter Type A or Type B, the bonded logistics center has the following functions:
- Bonded warehousing: Provide safe and reliable cargo storage services for enterprises.
- International Logistics and Distribution: Taking advantage of its unique geographical location, it provides efficient and convenient cargo distribution services to domestic and foreign customers.
- Simple processing and value-added services: Allows simple processing of goods within the center to increase the added value of the product.
- Import and export trade and re-export trade: Promote the development of international trade activities and improve the efficiency of the flow of goods.
- Product display: Provides a platform for companies to display their products.
- Logistics information processing: Collect and organize logistics-related information to help companies better manage inventory.
In actual operations, these functions make the bonded logistics center a bridge connecting domestic and foreign markets, especially playing an important role in the field of cross-border e-commerce. Through the implementation of the “domestic customs outbound” policy, the bonded logistics center not only provides convenient customs clearance conditions for goods in the zone, but also provides support for enterprises to handle export tax rebates, factory transfers and other businesses. In addition, compared with the traditional direct mail model, the bonded import model can greatly reduce merchant costs and shorten consumer waiting time.
The above information is based on the “Interim Measures of the Customs of the People’s Republic of China for the Administration of Bonded Logistics Centers (Type A)” (General Administration of Customs Order No. 129) and the “Interim Measures of the Customs of the People’s Republic of China for the Administration of Bonded Logistics Centers (Type B)” Measures” (General Administration of Customs Order No. 130) and other relevant regulations.
