Depending on the product, according to national regulations or in accordance with customer requirements and industry practices, some commodities must be inspected and issued a certificate by the State Inspection and Quarantine Bureau for export. According to different inspection items, they are divided into quality certificates, weight certificates, health certificates, etc.
For commodities that must be inspected for export, manufacturers must first register with the Commodity Inspection Bureau. Before export, fill out the commodity inspection application form (obtained from the Commodity Inspection Bureau) and send samples of the batch of commodities to the Commodity Inspection Bureau for inspection. After the inspection is qualified, the Commodity Inspection Authority will issue a commodity inspection release form, and customs declaration for export can only be made with the release form.
In addition to the State Commodity Inspection Bureau, it is also common for customers to entrust third-party private inspection agencies to conduct inspections. For example, the most famous SGS inspection company (Societe Generale de Surveillance SA, headquartered in Geneva), many traders in African and Central and South American countries recognize SGS inspections due to various reasons such as limited inspection capabilities for import and export commodities in their own countries. SGS has branches in Guangdong, Shanghai, Qingdao and other places in my country, and can handle inspections at the request of customers. At the same time, SGS has cooperated with the official agency of the Chinese government, the State Administration for Industry and Commerce, and the State Administration for Industry and Commerce has designated the China Import and Export Commodity Inspection Corporation (CCLS) to handle pre-shipment inspections on behalf of the company. CCLS in Liaoning, Beijing, Tianjin, Hebei, Shandong, Hubei, Shanghai, Guangdong and other places has the agency to issue SGS inspection reports.
In fact, the routine inspections of many commodities include quality, weight, hygiene, heavy metals and other testing items. As for the name of the inspection certificate, it can be selected according to the customer’s requirements. That is, the content of the certificate is the same, but the title is different.
