(I) Registration process:
1. For enterprises and individuals who want to engage in import and export business, the business scope on their business license must cover “import and export of goods” or “import and export of technology”.
2. Foreign trade operators submit relevant materials to the registration authority.
3. Two working days after submitting the above written materials, foreign trade operators shall receive the “Registration Form” stamped with the registration seal, and the corporate legal person shall sign and seal it.
(II) With the “Registration Form” stamped with the registration seal, foreign trade operators must go to the local inspection and quarantine, customs, foreign exchange, taxation and other departments within 30 days to handle the relevant procedures required for conducting foreign trade business.
Go to the tax bureau to handle tax registration changes.
Go to the customs to register, enter the customs system, and obtain the customs import and export code for use when declaring imports and exports.
Record at the Entry-Exit Inspection and Quarantine Bureau and obtain the quarantine registration code.
Record at the electronic port, handle IC card approval, and realize the data networking of multiple departments such as customs, quarantine, foreign exchange administration and national taxation, which is used for import payment, export application verification form, foreign exchange collection and tax refund operations.
Obtain foreign exchange account opening license from the provincial foreign exchange administration bureau and register for export.
Go to the provincial national taxation bureau to handle export tax refund registration procedures.
Materials required for foreign trade exports of enterprises:
1. Original and duplicate copies of business license (need to add: business scope of goods import and export).
2. Original and duplicate copies of tax registration certificate (need to add: business scope of goods import and export).
3. Original of organization code.
4. Copy of legal person ID card.
5. Copy of company articles of association
6. Original of bank account opening license.
7. Company name and address in Chinese and English.
8. The company’s landline, fax, zip code, e-mail and other information.
9. The company’s office address must be consistent with the business address on the license.
