What are the limits on the value and quantity of milk powder, cosmetics, watches, clothes, etc. that individuals can mail into or out of the country?
According to the Customs Law of the People’s Republic of China (hereinafter referred to as the “Customs Law”), the luggage and articles that individuals carry in and out of the country, and the articles that they mail in and out of the country, shall be limited to personal use and reasonable quantities, and shall be subject to customs supervision. According to the Announcement No. 43 of the General Administration of Customs in 2010, the limit for each article sent by individuals from or to Hong Kong, Macao and Taiwan is RMB 800; the limit for each article sent from or to other countries and regions is RMB 1,000.
If the articles that individuals mail in and out of the country exceed the prescribed limit, they should go through the return procedures or go through the customs clearance procedures in accordance with the regulations for goods. However, if there is only one article in the parcel and it is indivisible, although it exceeds the prescribed limit, it can go through the customs clearance procedures in accordance with the regulations for personal articles if it is confirmed to be for personal use after review by the customs. Commercial mail imported and exported by mail should go through the customs clearance procedures in accordance with the regulations for goods.
