Cargo declaration refers to the procedures and steps for the import and export goods receiver, consignor, transportation person in charge, item owner or their agent to handle the entry and exit of goods, items, means of transportation and related customs affairs in accordance with customs regulations. The following are some common steps on how to declare goods to customs.
1. For self-service declaration, you need to use the “Customs Declaration Entry” operator card to enter the “Customs Declaration Entry” interface of China Electronic Port, enter the customs declaration data information into the local database, and then review and declare the confirmation. Finally, the customs declaration agency will issue the customs declaration form after it has been reviewed and approved by the customs, and bring other documents to handle other required procedures. When entrusting a customs broker to make a customs declaration, the customs broker is responsible for pre-entering the customs declaration form, then completing the export declaration procedures in a timely manner, cooperating with the customs to inspect the goods, paying taxes and fees, shipping the goods for export, and then doing tax refund and write-off work.
2. During the customs declaration process, a verification form is also necessary because of the need for tax refund in the future. The amount of the verification form usually needs to correspond to the customs declaration amount. If it does not correspond, the tax refund will usually be based on the customs declaration amount.
3. The customs clearance form is a necessary document for customs clearance. If the goods are subject to legal inspection, the customs must rely on the customs declaration form to inspect and release the goods. Seven days before export declaration, export customs declaration inspection must be carried out. After the entry-exit inspection and quarantine agency implements inspection and quarantine on the legally inspected goods, if they are qualified, they will be issued a customs clearance form. If the goods are not subject to legal inspection, but an inspection certificate is required in the contract or letter of credit, the Inspection and Quarantine Bureau will not issue a customs clearance form, but an inspection certificate.
The above are some common steps on how to declare goods to customs. When declaring goods to customs, you need to go through the corresponding procedures and steps in accordance with customs regulations. For enterprises, they can choose to handle customs declaration by themselves or entrust a customs broker to handle it, but no matter which method, they need to ensure that the customs declaration form is completely correct and standardized. When exporting goods, you also need to pay attention to whether the goods require legal inspection and make an export inspection report seven days before export. Only by completing all procedures and preparations can goods be successfully transported to overseas markets.
