1. Inspection

After the goods enter the bonded park, the driver will park the carrier vehicle in front of the station, and the company will contact the national inspection and customs inspection personnel of the park to go through the inspection procedures together. The national inspection mainly checks the quality and hygiene of the goods, whether the wooden pallets have the IPPC mark, and whether the container has insect pests. If the wooden packaging does not have the IPPC mark, the national inspection will require the goods to be fumigated and the wooden pallets to be destroyed. The customs mainly checks whether the nature, origin, condition, quantity and value of the inbound and outbound goods are consistent with the details filled in on the goods declaration form. After the inspection is completed, the company’s accompanying personnel sign on the inspection record sheet to confirm the inspection results.

2. Write-off

After the national inspection and customs inspection are successfully completed, the company staff will take the cargo list, transfer order, and white card to the customs to handle the white card write-off and manifest write-off. After the manifest is written off, you can log in to the customs website to query the status. Upon inspection, the tally status column shows “normal tally”.

3. Customs declaration

After the inspection and verification, the customs declaration business for entering the second line needs to be handled. It may be that the goods are tallied first and then the customs declaration, or the customs declaration may be first and then the goods are tallied. The special supervision area currently stipulates that after the combined declaration of the name of the goods, within 4 categories (including 4 categories), the customs declaration must be made before the goods are tallied. If the number exceeds 4, the goods can be arranged to be tallied before the customs declaration. The company imported no more than 4 kinds of goods this time, so the customs declaration was made before the goods were tallied.

The operator logged into the electronic port QP system, found the import customs declaration form that was originally temporarily stored in advance, and sent the customs declaration form to the customs online after re-examining the declaration content. After receiving the customs electronic release receipt, print out the paper customs declaration form. According to the General Administration of Customs Announcement No. 25 of 2014 “Announcement on Matters Related to Deepening the Reform of Paperless Customs Clearance Operations”, in order to facilitate the customs officers to review the documents, a complete set of customs declaration documents needs to be provided in the order acceptance link, together with the customs declaration power of attorney, invoice, packing list and other materials, submitted to the customs order acceptance window. The “SGY” in the remarks column stands for “Three Ones”, which refers to the reform of “one declaration, one inspection, and one release” achieved through cooperation between customs and quality inspection departments.
